Performance marketing for a Lagos startup: where should the first budget go?

Where a Lagos startup's first ad budget should go: what Google and Meta need to learn in naira, the billing traps, and agency fees.

8 October 2026
A balance scale with Google's 30 leads a month, about 150,000 naira, on one pan and Meta's 214 leads a month, about 1.07 million naira, on the other, the Meta side sunk low

TL;DR

Put a Lagos startup's first ad budget where people already search for what you sell, usually Google Search, and size it to what the platform needs to learn. At ₦5,000 a lead, Google's 30 conversions cost about ₦150,000 a month, while one Meta ad set needs about ₦1.07 million. Below that, one channel beats two.

Performance marketing means paying for ads and judging them on results you can count: calls, WhatsApp messages, sign ups, sales. The pages that come up for this question in Lagos mostly list channels and agency price ranges and tell you to test two or three platforms and scale the winner. That advice skips a step. Each platform needs a certain number of results before its automatic bidding can learn, and a small budget cannot pay for that number twice.

Where should a Lagos startup's first ad budget go?

To the place where your customers are already asking for what you sell. For most service businesses and many products, that is Google Search: someone typing "accountant in Lekki" or "solar installer Lagos" is a person with a problem and a phone in their hand. You are answering a question they already asked.

Instagram and Facebook ads work differently. They put you in front of people who were not looking, which is powerful when nobody knows to search for your product yet, and expensive when they do.

Google is close to the whole search market here. StatCounter's search engine figures for Nigeria put it at 98.28% in September 2026. On social, StatCounter's Nigeria social media share for the same month puts Facebook at 87.51% and Instagram at 4.31%, though the page does not say exactly what it measures, so treat that as a lean, not a headcount.

Before you choose, open Google's free Keyword Planner inside a Google Ads account and type what you sell and where. If people search for it every month, start there. If almost nobody does, your first job is to make people aware, and social comes first.

How much does each platform need before its bidding works?

This is the arithmetic the price guides skip. Both platforms use automatic bidding that learns who is likely to act. Both say how many results they want before you judge it.

Google's help page on Target CPA bidding says: "For evaluation, we recommend you measure performance for the last 30 days, including at least 30 conversions." A conversion is the one action you count, like a form sent or a WhatsApp chat started.

Meta asks for more. Its own guide to launching a campaign in Ads Manager, written for app ads, says: "To speed up the learning phase, structure your ad sets to achieve a minimum of 50 events over a 7-day period." Fifty a week is about 214 a month, for each ad set.

Now put a price on a lead. The example below uses ₦5,000. Your number will be different, so swap it in.

What each platform's learning volume costs at ₦5,000 a lead

PlatformResults it asks forMonthly cost at ₦5,000 each
Google Search30 conversions in 30 daysAbout ₦150,000
Meta, one ad set50 events a week, about 214 a monthAbout ₦1,070,000
Google Ads Help on Target CPA and Meta's campaign launch guide, read on 8 October 2026; ₦5,000 a lead is an example, not a benchmark.

Two half fed campaigns do not add up to one fed one. Each platform learns from its own results, not from your total budget. Split ₦300,000 evenly and Google gets its 30 while Meta gets about a seventh of what it asked for.

Our piece on what has to be true before paid ads convert covers the other half of this: the offer, the page and who answers the lead.

How should I split a small budget?

Feed one channel properly before you add a second. Here is how we would split three common first budgets, assuming people search for what you sell.

A first ad budget split, by size

Monthly ad budgetWhere it goesWhy
₦150,000All on one Google Search campaignBuys about 30 leads at ₦5,000, Google's number
₦500,000Google Search, plus one small Meta test on a cheaper actionGoogle is fed; Meta cannot be, so it tests messages
₦1,500,000Google Search, plus one Meta ad set judged on leadsEnough for Meta's 50 a week at ₦5,000
Our judgement, from the learning volumes in the table above at an example ₦5,000 a lead.

The cheaper action in the middle row matters. If your Meta budget cannot buy 50 leads a week, you can count something that happens more often, like a conversation started on WhatsApp. It is a weaker signal than a lead, but it is one Meta can learn from.

Set budgets by the month, not the day. Google's help page on daily budgets says a campaign "might spend up to twice your average daily budget" on a given day, and that "At the end of the month, you will have spent no more than 30.4 times your average daily budget." So for ₦150,000 a month, the daily budget is about ₦4,900, and some days will cost more.

When should a startup start on Instagram or Facebook instead?

When nobody searches for what you sell yet. A new kind of app, a product people buy on impulse, something that sells on how it looks: these have no search to answer, so you have to create the interest. Then Meta comes first, and the arithmetic still applies. Fewer ad sets, each one fed, beats many starving ones.

It also comes first when your proof is visual and your customers already scroll there. Even then, a small Google campaign on your own business name is cheap insurance, so the people your Instagram ads make curious find you when they search.

How do I pay for ads from Nigeria?

Meta and Google do not work the same way here. Meta's list of supported currencies includes the Nigerian naira, so a Meta ad account can be set up in naira. Meta has also charged VAT on Nigerian ad spend since 1 January 2022; the report at the time quoted it as "an additional 7.5% VAT". So ₦100,000 of Meta ads costs ₦107,500. Budget for it.

Google is harder. Grey, a payments company that serves Nigerians, says in its guide to paying for Google Ads that "Google Ads does not accept naira payments from Nigeria" and that the billing currency must be US dollars. Grey sells the dollar cards it recommends, so read it with that in mind, but the practical point holds: check how you will pay before you plan a launch date, because a declined card pauses a campaign mid learning.

What do performance marketing agencies in Lagos charge?

Wide ranges, and they need setting against your ad budget. Adfluent Digital's 2026 Lagos cost guide gives management fees of ₦100,000 to ₦400,000 a month and a setup fee of ₦100,000 to ₦300,000. Oxgital's Nigeria cost guide says many agencies charge "typically 10% to 25%" of ad spend, and puts "a minimum meaningful Google Ads budget in Nigeria" at about ₦150,000 a month. Wab Digital's rate card lists a monthly paid ads management service at ₦750,000.

None of those prices is wrong. The trouble starts when the fee is bigger than the spend. We call that the upside down budget: a ₦750,000 monthly fee managing ₦150,000 of ads means you are paying for a report about very little advertising. Ask every agency what it would manage at your budget, and what share of your total goes to the platforms.

Our own marketing retainers start at $1,500 a month, the figure published on our local services page. At a ₦150,000 ad budget, hiring us would be an upside down budget too. At that size, the honest advice is to run one Google Search campaign yourself, with the conversion counted properly, and bring someone in when the spend is worth managing.

How long until paid ads show results?

Weeks for data, months for a settled campaign. Our marketing page puts it plainly: "Paid ads show initial data within 2-4 weeks. Optimization takes 60-90 days to reach full performance." That is why the learning volume matters. A campaign that never reaches it never settles, and you judge it on noise.

Search also needs pruning. When we ran Google Ads for Securityplus Federal Credit Union, a US client of VIP Creative Studio, on budgets exceeding $16,000 a month, the account carried more than 500 negative keyword lists. Those are searches you tell Google never to show your ad for. Intent is only intent for the searches you choose; the rest is money spent on people looking for something else.

Who should own the ad accounts?

You should, from day one. Set up the Google Ads account and the Meta business account in your company's name, with your email, and add the agency as a user. Our marketing page answers the same question for our own clients: "Your Google Ads account, your Meta account, your GA4 data, your content. Everything we build is yours." Our guide to choosing a Google Ads manager has the questions to ask before you hand anyone the keys.

If you want a second opinion on a budget or a proposal, there is a free 30 minute call. We will tell you which channel your budget can actually feed.

Feed one channel properly before you feed two, and pick the one where your customers are already asking for you.

“Two half fed campaigns do not add up to one fed one. Each platform learns from its own results, not from your total budget.”

Frequently asked

Quick answers to the most common follow-up questions.

Enough for your chosen platform to learn. Google recommends judging its bidding on at least 30 conversions in 30 days, so multiply your cost per lead by 30. At ₦5,000 a lead that is about ₦150,000 a month for one Google Search campaign.

Google first if people already search for what you sell, because you answer a question they asked. Instagram or Facebook first if your product is new or bought on impulse and nobody searches for it yet. Check Google's Keyword Planner before you decide.

Meta lists the naira among its supported ad account currencies, and it adds 7.5% VAT for Nigerian advertisers. Grey, a payments company that serves Nigerians, says Google Ads does not accept naira payments from Nigeria and bills in US dollars, so plan a dollar card or domiciliary account card for Google.

Yes. Meta has charged Nigerian advertisers an additional 7.5% VAT since 1 January 2022, so ₦100,000 of ads costs ₦107,500 in total.

Published guides put monthly management fees at about ₦100,000 to ₦400,000, with some rate cards at ₦750,000, or 10% to 25% of ad spend. Set the fee against your ad budget: if the fee is bigger than the spend, run one campaign yourself first.
